It is identical with the method defined in 4064 exceptin one respect:the method of alternative justifiable expenditure calls for subtracting the specific costs of each purpose from benefit or from the cost of the alternative to derive the allocation base. This method subtracts separable costs instead, where these are defined to be the difference of the cost of the entire project and the cost of the same project without that purpose.
