Census | A 1990 census method of data collection within mailout/mailback areas in selected cities to enumerate blocks occupied almost entirely by boarded-up structures. Enumerators completed a census questionnaire for each occupied and inhabitable vacant housing unit, and updated their address registers and Census Bureau maps.
