Regions are the largest territories of local government in New Zealand. Twelve of the regions have a regional council and are further divided into territorial authorities, which have either a district council or a city council. However there are a few unitary authorities and one district which is considered a separate region (the Chatham Islands) due to its isolation.Regional authorities are primarily responsible for regional transport (including public transport), water and river management, biosecurity and environmental regulation; while local territorial authorities are responsible for resource management (urban planning), city services such as water, sewage and refuse disposal, local roads, libraries, parks and reserves and community development. Property rates (land taxes) are used to fund both regional and local government activities. There is often a high degree of co-operation between regional and local councils as both have complementary roles.

In European politics, a region is the layer of government directly below the national level. The term is especially used in relation to those regions which have some historical claim to uniqueness or independence, or differ significantly from the rest of the country.Examples of regions include:
The current historical trend in Europe is for the devolution of power to the regions from the central authorities. Examples of this trend include the devolution process in Britain (the Scotland Act 1998, the Government of Wales Act 1998) and the current negotiations in France concerning increased autonomy for Corsica.
- Scotland, Wales and Northern Ireland, in the UK. The UK has also defined regions of England that are perhaps less culturally well-defined.
- French régions, especially Bretagne, Corsica, Languedoc and others which have been historically culturally distinct.
- Italian regioni which are not just geographic, but adminitrative divisions. The island-regions of Sardinia and Sicily, and also Friuli-Venezia Giulia, Trentino Alto-Adige, Valle d'Aosta have a special autonomous status.
- Spanish comunidades autónomas, especially Catalonia, Basque Country, Galicia and others which have been historically culturally distinct.
- German Länder.
The politics of the regionalism have also had their impact on the pan-European level. The regions of Europe have lobbied for an increased say in EU affairs, especially the German Länder. This has resulted in the creation by the Maastricht treaty of the Committee of the Regions, and provision for member states to be represented in the Council by ministers from their regional governments. The desire of the German Länder however has been frustrated by other member states, which are opposed to direct involvement by the regions in EU decision-making. The German Länder successfully lobbied the German government (which has in turn lobbied the European Council) for the 2004 IGC to deal with the division of powers between the EU, national and regional levels of government.
The Council of Europe also has a Congress of Local and Regional Authorities, similar to the EU's Committee of the Regions.

Belgium is geographically divided into 3 federal regions; 2 regions are each divided into 5 provinces, together 10. The Belgian population is also divided along the language lines into three communities: the French speaking Communauté Française (French Community) , the Dutch speaking Vlaamse Gemeenschap (Flemish Community) , and the German speaking Deutschsprachigen Gemeinschaft (Germanophone Community).
1. The Brussels Capital Region (Brussels Hoofdstedelijk Gewest in Dutch, Région de Bruxelles-Capitale in French, Die Region Brüssel-Hauptstadt in German)
See also: List of municipalities of the Brussels Capital Region
- This federal region is centrally located and completely surrounded by the province of Flemish Brabant. With a surface area of 162 km² (0.53% of Belgium) it is the smallest of the three regions. It contains the city of Brussels, which acts both as federal and regional capital, together with 18 other municipalities. The official languages are Dutch and French. The Brussels Capital Region contains only one administrative district, the Brussels Capital District.
2. The Flemish Region or Flanders (Vlaams Gewest or Vlaanderen in Dutch)
- Flanders occupies the northern part of Belgium. The official language is Dutch, although French may be used by the inhabitants of six so-called municipalities with facilities (faciliteitengemeenten in Dutch) around the Brussels Capital Region. It has a surface area of 13522 km² (44.29% of Belgium) and is divided into 5 provinces which contain a total of 308 municipalities. Remarkably, the city of Brussels, which lies not in Flanders, does act as its capital.
West Flanders has a surface area of 3151 km² (23.30% of Flanders; 10.33% of Belgium), and is divided into eight administrative districts which contain 64 municipalities.
- West Flanders (West-Vlaanderen in Dutch)
East Flanders has a surface area of 2991 km² (22.12% of Flanders; 9.81% of Belgium), and is divided into six administrative districts which contain 65 municipalities.
- East Flanders (Oost-Vlaanderen in Dutch)
Antwerp has a surface area of 2860 km² (21.15% of Flanders; 9.38% of Belgium), and is divided into three administrative districts which contain 70 municipalities.
- Antwerp (Antwerpen in Dutch)
Flemish Brabant has a surface area of 2106 km² (15.57% of Flanders; 6.91% of Belgium), and is divided into two administrative districts which contain 65 municipalities.
- Flemish Brabant (Vlaams-Brabant in Dutch)
Limburg has a surface area of 2414 km² (17.85% of Flanders; 7.92% of Belgium), and is divided into three administrative districts which contain 44 municipalities.

3. The Walloon Region or Wallonia (Région Wallonne or Wallonie in French)
- Wallonia occupies the southern part of Belgium. The official languages are French and German (only used in nine eastern municipalities near the German border, which were given to Belgium after WWI). It has a surface area of 16844 km² (55.18% of Belgium) and is also divided into 5 provinces which contain a total of 262 municipalities. Its capital is Namur.
Hainaut has a surface area of 3800 km² (22.56% of Wallonia; 12.44% of Belgium), and is divided into seven administrative districts which contain 69 municipalities.
- Hainaut
Walloon Brabant has a surface area of 1093 km² (6.49% of Wallonia; 3.58% of Belgium), and contains only one administrative district with 27 municipalities.
- Walloon Brabant (Brabant Wallon in French)
Namur has a surface area of 3664 km² (21.75% of Wallonia; 11.99% of Belgium), and is divided into three administrative districts which contain 38 municipalities.

Chile is divided into 13 regions, each of which is headed by an intendente. Every region is further divided into provinces with a Gobernador provincial. Finally each province is divided into various Comunas each with its own mayor. Intendentes and gobernadores are appointed by the president, mayors are elected by popular vote. Each region is designated by a name and a Roman numeral. Numbers are assigned from north to south. In general the Roman numeral is used, rather than the name. The only exception is the region where Santiago is situated, which is designated RM, that stands for Región Metropolitana, (Spanish: Metropolitan Region).

The region is currently the highest level of local government in England. The present policy of the UK Government is to increase the power of government at the regional level, as part of the "devolution" that led to elected assemblies in Scotland, Wales, and Northern Ireland, and part of the concept of regions in the EU. Critics claim that the English regions are largely artificial; and are largely based on those devised by the UK government in the Second World War for coordinating civil defence in England. Some people in the Northern regions, (North East England, North West England, and Yorkshire and the Humber) have expressed interest in having elected assemblies, and the Labour Government plans to hold referenda there in the near future. Elected assemblies are to be introduced in each region if desired by the population of the region in question.
However, there is also opposition to the introduction of such assemblies. Opponents of regionalism argue that instead of decentralising power from London, the new tier of government will simply take power away from county councils, and that the assemblies will be far weaker than those in Scotland, Wales and Northern Ireland.
There are nine regions, each with a government office and a few associated institutions, including a Regional Development Agency (RDA), known by different names in different regions, such as ONE North East, Yorkshire Forward, Advantage West Midlands, and EMDA (East Midlands Development Agency). Greater London is a special case because it has an elected mayor and is governed by the London Assembly.
These are sometimes known as 'Government Office Regions' from an earlier administrative division, though they are also used for elections to the European Parliament. Before that, there were eight 'Standard Statistical Regions':
- North East England
- North West England
- Yorkshire and the Humber
- West Midlands
- East Midlands -
- East of England
- South West England
- Greater London
- South East England
- North - current North East plus Cumbria
- North West - current North West less Cumbria
- Yorkshire and Humberside - as now
- West Midlands - as now
- East Midlands - as now
- East Anglia - Norfolk, Suffolk, and Cambridgeshire
- South West - as now
- South East - as now, plus Greater London, Bedfordshire, Essex, and Hertfordshire

Regions of ItalyProvisions for at least some degree of regional autonomy were made in the 1948 constitution. However, five regions (Friuli-Venezia Giulia, Sardinia, Sicily, Trentino-South Tyrol, and Aosta Valley) have been granted greater autonomy on cultural grounds. Each region has an elected council and a Giunta Regionale (executive committee) headed by a president. The Giunta is responsible to the council and is required to reign if it fails to retain the council's confidence. Government is thus analogous to the national government in structure.
Provincial and communal governments follow similar principles- councils and giunte headed by presidents (or mayors in the case of the communes).
Regional autonomy has been made an issue in Italian politics in recent years, no doubt aided by the emergence of parties such as the Lega Nord.

Map of the Philippines showing the island groups of Luzon, Visayas, and Mindanao.
Map of the Philippines showing all the regions and their provinces. See the full-size version.A region (rehiyon in Filipino) is a administrative subdivision in the Philippines. As of 2002, there are 17 of them and they are further subdivided into 79 provinces (lalawigan). Regions are generally organized to group provinces that have the same cultural and ethnological characteristics.
The provinces are actually the primary political subdivision. They are grouped into regions for administrative convenience. Most government offices establish regional offices instead of individual provincial offices, usually in the city designated as the regional capital.
The regions themselves do not possess a separate local government, with the exception of the Muslim Mindanao which is autonomous.
The regions
As of 2002, the Philippines consists of 17 regions. The regions are geographically combined into the three island groups of Luzon, Visayas, and Mindanao. Following is a list of the regions in their island groupings. To get overviews of the regions, see the respective articles on the island groups.

Lexicography | Devil's Dictionary | TORTOISE, n. A creature thoughtfully created to supply occasion for the following lines by the illustrious Ambat Delaso: TO MY PET TORTOISE My friend, you are not graceful -- not at all; Your gait's between a stagger and a sprawl. Nor are you beautiful: your head's a snake's To look at, and I do not doubt it aches. As to your feet, they'd make an angel weep. 'Tis true you take them in whene'er you sleep. No, you're not pretty, but you have, I own, A certain firmness -- mostly you're [sic] backbone. Firmness and strength (you have a giant's thews) Are virtues that the great know how to use -- I wish that they did not; yet, on the whole, You lack -- excuse my mentioning it -- Soul. So, to be candid, unreserved and true, I'd rather you were I than I were you. Perhaps, however, in a time to be, When Man's extinct, a better world may see Your progeny in power and control, Due to the genesis and growth of Soul. So I salute you as a reptile grand Predestined to regenerate the land. Father of Possibilities, O deign To accept the homage of a dying reign! In the far region of the unforeknown I dream a tortoise upon every throne. I see an Emperor his head withdraw Into his carapace for fear of Law; A King who carries something else than fat, Howe'er acceptably he carries that; A President not strenuously bent On punishment of audible dissent -- Who never shot (it were a vain attack) An armed or unarmed tortoise in the back; Subject and citizens that feel no need To make the March of Mind a wild stampede; All progress slow, contemplative, sedate, And "Take your time" the word, in Church and State. O Tortoise, 'tis a happy, happy dream, My glorious testudinous regime! I wish in Eden you'd brought this about By slouching in and chasing Adam out. |
