Bible | Governor (1.) Heb. nagid, a prominent, conspicuous person, whatever his capacity: as, chief of the royal palace (2 Chr. 28:7; comp. 1 Kings 4:6), chief of the temple (1 Chr. 9:11; Jer. 20:1), the leader of the Aaronites (1 Chr. 12:27), keeper of the sacred treasury (26:24), captain of the army (13:1), the king (1 Sam. 9:16), the Messiah (Dan. 9:25). (2.) Heb. nasi, raised; exalted. Used to denote the chiefs of families (Num. 3:24, 30, 32, 35); also of tribes (2:3; 7:2; 3:32). These dignities appear to have been elective, not hereditary. (3.) Heb. pakid, an officer or magistrate. It is used of the delegate of the high priest (2 Chr. 24:11), the Levites (Neh. 11:22), a military commander (2 Kings 25:19), Joseph's officers in Egypt (Gen. 41:34). (4.) Heb. shallit, one who has power, who rules (Gen. 42:6; Ezra 4:20; Eccl. 8:8; Dan. 2:15; 5:29). (5.) Heb. aluph, literally one put over a thousand, i.e., a clan or a subdivision of a tribe. Used of the "dukes" of Edom (Gen. 36), and of the Jewish chiefs (Zech. 9:7). (6.) Heb. moshel, one who rules, holds dominion. Used of many classes of rulers (Gen. 3:16; 24:2; 45:8; Ps. 105:20); of the Messiah (Micah 5:2); of God (1 Chr. 29:12; Ps. 103:19). (7.) Heb. sar, a ruler or chief; a word of very general use. It is used of the chief baker of Pharaoh (Gen. 40:16); of the chief butler (40:2, etc. See also Gen. 47:6; Ex. 1:11; Dan. 1:7; Judg. 10:18; 1 Kings 22:26; 20:15; 2 Kings 1:9; 2 Sam. 24:2). It is used also of angels, guardian angels (Dan. 10:13, 20, 21; 12:1; 10:13; 8:25). (8.) Pehah, whence _pasha_, i.e., friend of the king; adjutant; governor of a province (2 Kings 18:24; Isa. 36:9; Jer. 51: 57; Ezek. 23:6, 23; Dan. 3:2; Esther 3: 12), or a perfect (Neh. 3:7; 5:14; Ezra 5:3; Hag. 1:1). This is a foreign word, Assyrian, which was early adopted into the Hebrew idiom (1 Kings 10:15). (9.) The Chaldean word _segan_ is applied to the governors of the Babylonian satrapies (Dan. 3:2, 27; 6:7); the prefects over the Magi (2:48). The corresponding Hebrew word _segan_ is used of provincial rulers (Jer. 51:23, 28, 57); also of chiefs and rulers of the people of Jerusalem (Ezra 9:2; Neh. 2:16; 4:14, 19; 5:7, 17; 7:5; 12:40). In the New Testament there are also different Greek words rendered thus. (1.) Meaning an ethnarch (2 Cor. 11:32), which was an office distinct from military command, with considerable latitude of application. (2.) The procurator of Judea under the Romans (Matt. 27:2). (Comp. Luke 2:2, where the verb from which the Greek word so rendered is derived is used.) (3.) Steward (Gal. 4:2). (4.) Governor of the feast (John 2:9), who appears here to have been merely an intimate friend of the bridegroom, and to have presided at the marriage banquet in his stead. (5.) A director, i.e., helmsman; Lat. gubernator, (James 3:4). Source: Easton's 1897 Bible Dictionary. |

In government, governor is a title used to describe a very senior official in executive government, usually of secondary-level governments for states and territories.
The office was used to describe an official appointed by the English monarch to oversee English colonies. Because former English colonies have undergone different constitutional history, the name now refers to officials with radically different amounts of power.
In Britain's remaining crown colonies the governor may be a direct appointee of the British government and play an active role in lawmaking (though usually with the advice of elected local representatives).
In the United States, "Governor" refers to the chief executive of each state. In all states, the individual is directly elected and has considerable practical powers, though this is moderated by the state legislature and in some cases by other elected executive officials. In colonial America, the governor was the representative of the monarch who exercised executive power. During the American Revolutionary War, the royal governors were all expelled, but the name was retained to denote the new elected official.
In Australia, each state has a governer as its formal head. In theory state governers are appointed by the queen and act as her representative. In practice they are always appointed on the advice of the state premier and play a purely ceremonial role. State governers have emergency reserve powers but these are almost never used.
Related offices include the Governor General which refers to the de facto head of state of Australia, Canada, Jamaica, and other Commonwealth Realms who nominally represents the British monarch. In theory, they have almost dictatorial powers, but in practice they are considerably circumscribed by convention. Governors General are appointed on the advice (which is inevitably followed) of the prime minister of the nation.
Another related office is the lieutenant governor which in a state of United States is the second highest executive official in a state and which in Canada is an office for a Canadian province which is analogous to the governor for an Australian state. In Australia the state lieutenant governors have no powers but stand ready to take up the governer's role in case of illness or inability; the Commonwealth Lieutenant Governor is, by convention, the most senior State Governer. Australian states also have a third office, which is subordinate to the Lieutenant-Governor, the "Administrator" (who acts as Governor if both the Governor and Lieutenant-Governor are unable to perform their duties). The offices of Lieutenant-Governor and Administrator are both of very little practical relevance.
The difference in terminology between the Australian case and the Canadian case is significant. In the Australian case, the governor nominally derives power directly from the monarch and is in practice nominated by the Premier of a state. In the Canadian case, the lieutenant governor nominally is appointed by the Governor-General and in practice is named by the Federal Prime Minister.

Governor-General's
Flag 1981-The Governor General of Canada (Fr. Gouverneur(e) général(e)) is the representative in Canada of Queen Elizabeth II who is also the Queen of Canada, the country's head of state. (The Prime Minister of Canada is the head of government.) The Governor General is named by the Queen on the advice of the Prime Minister.
The Throne of Canada
Throne Chairs for The Queen of Canada, and the Duke of Edinburgh and the Governor General, in the Canadian Senate, Ottawa. (The front chair is used by the Speaker of the Senate)Although state power rests legally with the Governor General - Parliament sits at his or her pleasure, Royal Assent is necessary for all laws passed by Parliament, and the Governor General is the commander-in-chief of the Canadian Armed Forces - real political power rests with the Prime Minister, Parliament, and the provincial governments. The Governor General's is a formal, ceremonial, and cultural office. Current and past Governors General use the title "Right Honourable" (très honorable), like the Prime Minister. However, Governors General in office also use the title "His/Her Excellency". The Governor General's official residence is Rideau Hall; by tradition, he or she also spends several weeks a year at the Citadelle in Quebec City.
The Queen also has representatives in each provincial government: Lieutenant Governors (lieutenants gouverneurs) who are nominally appointed by the Governor General but in practice appointed by the Prime Minister.
The current Governor General of Canada is Adrienne Clarkson.
Unlike in some other countries, the title of the Governor General of Canada has no hyphen.

The Governor of California is the highest executive authority in the state government, whose responsibilities include making yearly "state of the state" addresses to the state legislature, submitting the budget, and ensuring that state laws are enforced and government runs smoothly. At the time of this writing, the current governor is Arnold Schwarzenegger, a Republican elected in October 2003.The governor has the power to veto legislation, overrideable by a two-thirds majority in both houses, and can veto particular items from an appropriations bill while leaving others intact (see line-item veto). Law-enforcement powers include the ability to grant pardons and commute sentences, as well as serving as the commander-in-chief of the state militia (see United States National Guard).
Governors are elected by popular ballot and serve terms of four years, with a maximum of two terms.
The 2003 California recall was a representative recall movement that successfully forced sitting governor Gray Davis into a special recall election. It marked the first time in California's history that a governor faced a recall election. He was subsequently voted out of office, becoming just the second governor in U.S. history to have been recalled. He was replaced by actor Arnold Schwarzenegger.

The Governor of Hong Kong was a British official who ruled Hong Kong during the colonial period between 1841 and 1997.
Governor of Hong Kong's Flag
1959-1997Upon the transfer of sovereignty to the People's Republic of China, this office was replaced by the Chief Executive of Hong Kong.
The Governor, appointed by the British monarch maintained executive power in Hong Kong throughout Brtish rule, with no serious attempt being made to introduce representative government, as in other British colonies. He appointed most, if not all, of the members of the colony's legislature the Legislative Council (known colloquially as LegCo) until the first direct elections in 1995, and all members of the Executive Council (ExCo), effectively the government. Initially both Councils were dominated by British expatriates, although this gave way to more local Hong Kong Chinese appointees.
