A contravention of the provisions of the federal law in which a person prevents or attempts to prevent a tenant by the threat of detrimental consequences, and in particular the subsequent termination of the lease, from contesting the level of rent or other claims of the landlord, or serves notice of termination on the tenant because the tenant asserts or wishes to assert his lawful rights, or unlawfully demands or attempts to demand payment of rent or other claims after the failure of an attempt to reach agreement thereon or following a court judgement thereon.
