Tips from 1870 | Usage: By, In. "We do not accept the proposition referred to by your letter." The writer should have employed the preposition in. Usage: With, By. These two prepositions are often confounded. They have a similarity of signification with a difference of use. Both imply a connection between some instrument or means and the agent by whom it is used. With signifies the closer relation and by the more remote one. It is said that an ancient king of Scotland once asked his nobles by what tenure they held their lands. The chiefs drew their swords, saying, "By these we acquired our lands, and with these we will defend them." By often relates to the person; with to the instrument. "He lay on the ground half concealed with a clump of bushes." "That speech was characterized with eloquence." Use by in the last two sentences. Source: Slips of Speech. |

Name
Belarus is also spelled Belorussia, Byelorussia, and in other variants in the English language but the present government prefers "Belarus". Historically, in English, Belarus was sometimes referred to as "White Russia", a literal translation of its name. This literal translation is also used in a number of other languages, e.g., "Weissrussland" in German and "Baltarusija" (Baltarus, today) in Lithuanian. Some Belarusians perceived the name "Byelorussia" as derogatory, as a vestige of Russian and Soviet imperialism and policies of russification. Therefore they spoke strongly in favor of the name "Belarus". (For example, the full title of the Russian tsar said "Emperor of the Whole Russia, Great, Minor, and White".) However, the names Russia Alba, Russija Alba, Wit Rusland, Weiss Reussen, White Russia, Weiss Russland, may be found on ancient maps predating the Russian Empire. In English, Belarus and Belarusian are the common terms: they refer to the historical connection with the people known as Ruś that predated Russians, Ukrainians or Belarusianss.
There are a number of speculative hypotheses explaining the name's origin. However no conclusive documentary evidence has been found for any of these theories. One such theory is based upon the accepted fact that the Belarusian ethnos is formed primarily by the historical interactions amongst slavic and baltic ethnicities. The root "balt-" means "white" in languages and dialects of Baltic group, e.g., in Lithuanian and Latvian. Hence "Baltic Sea" (Balta jura in Lithuanian) is literally "white sea". Thus "Balta Rusija" could have been the original name, rather than a later derivative of "Russia". Another theory is that Belorusians are named after the predominant colour of their traditional clothes. Similar examples in the Slavic ethnos are: White Serbs and White Croats; and in China: Red, Black and Green Miao.

ISO 3166-2 codes for Belarus. The purpose of this family of standards is to establish a worldwide series of short abbreviations for places, for use on package labels, containers and such. Anywhere where a short alphanumeric code can serve to clearly indicate a location in a more convenient and less ambiguous form than the full place name. US readers may wish to consider them as the equivalent of worldwide zip or postal codes. Within the Wikipedia, the codes from the country pages link to the pages for the locations they identify.

Lexicography | Devil's Dictionary | EXECUTIVE, n. An officer of the Government, whose duty it is to enforce the wishes of the legislative power until such time as the judicial department shall be pleased to pronounce them invalid and of no effect. Following is an extract from an old book entitled, The Lunarian Astonished -- Pfeiffer & Co., Boston, 1803: LUNARIAN: Then when your Congress has passed a law it goes directly to the Supreme Court in order that it may at once be known whether it is constitutional? TERRESTRIAN: O no; it does not require the approval of the Supreme Court until having perhaps been enforced for many years somebody objects to its operation against himself -- I mean his client. The President, if he approves it, begins to execute it at once. LUNARIAN: Ah, the executive power is a part of the legislative. Do your policemen also have to approve the local ordinances that they enforce? TERRESTRIAN: Not yet -- at least not in their character of constables. Generally speaking, though, all laws require the approval of those whom they are intended to restrain. LUNARIAN: I see. The death warrant is not valid until signed by the murderer. TERRESTRIAN: My friend, you put it too strongly; we are not so consistent. LUNARIAN: But this system of maintaining an expensive judicial machinery to pass upon the validity of laws only after they have long been executed, and then only when brought before the court by some private person -- does it not cause great confusion? TERRESTRIAN: It does. LUNARIAN: Why then should not your laws, previously to being executed, be validated, not by the signature of your President, but by that of the Chief Justice of the Supreme Court? TERRESTRIAN: There is no precedent for any such course. LUNARIAN: Precedent. What is that? TERRESTRIAN: It has been defined by five hundred lawyers in three volumes each. So how can any one know? |
