Energy | Radiation from cosmic sources; naturally occurring radioactive materials, including radon (except as a decay product of source or special nuclear material) and global fallout as it exists in the environment from the testing of nuclear explosive devices. It does not include radiation from source, byproduct, or special nuclear materials regulated by the Nuclear Regulatory Commission. The typically quoted average individual exposure from background radiation is 360 millirems per year. (references) |
Health | Radiation from sources other than the source of interest. It is due to cosmic rays and natural radioactivity in the environment. (references) |
Medicine | Ionising radiation from any origin, natural or artificial, other than the radiation it is desired to detect or measure. Source: European Union. (references) |

Methods of measuring radiation or ionizing is called Dosimetry. The cosmic microwave background, which is left over from the Big Bang, permeates all of space with a temperature of 2.735 kelvin, as measured by the NASA satellite COBE.
