Law

The documents that accompanied a bill throughout the legislative process comprise its legislative history. These include the committee report, the conference committee report and the statement of managers (if applicable), and the text of the floor debate in both chambers. Legislative history is used by federal agencies to clarify vague provisions in the laws they are required to implement. (references)
