Census

Heterogeneity occurs when housing units assigned to sampling strata or groupings do not have equal chances of being included or missed by a census or survey. Heterogeneity creates difficulty for the small-area estimation process because the correction factor is applied to all people with the specified characteristic in that sampling poststratum even though some of them do not actually have the coverage characteristics.
