Environment	The time of day during which vehicle requirements and schedules are not influenced by peak-period demands; public transport traffic is fairly constant and slow to change in volume, and services are usually scheduled at regular intervals. Source: European Union. (references)
Labor	A point in time used as a reference point for comparison with some later period. For example, in the theory of price indices the Laspeyres price index uses the earlier of the two years over which prices are compared for purposes of weighting the relative price changes.
