A quorum is presumed to be present until its absence is demonstrated. Under certain circumstances, a point of order can be made that a quorum is not present, at which time the Speaker (or Chair) counts for a quorum. If a quorum is not present, Members may be summoned to the floor. If a quorum fails to respond to the call, the only business in order is a motion to adjourn or a motion to direct the Sergeant-at-Arms to request the attendance of absentees. (references) |
| A simple majority of the members of the full committee or the full Assembly or Senate; the minimum number of legislators needed to begin conducting official business. Once a quorum is established, the absence of a quorum is grounds for immediate adjournment of a committee hearing or Floor Session. (references) | |

Thus, suppose the commission to be named A, B, C, D, E, etc., it would run- "Of these I wish [A, B, C, D, or E] to be one" (quorum unum esse volumus). (From Wikipedia, the free Encyclopedia)
A quorum is the minimum number of members of a group necessary to conduct the business of that group. This is often a majority of the people expected to be there, although many bodies have a much lower quorum. For instance, the House of Lords can decide on procedural issues if a mere three members are present.Source: adapted by the editor from Wikipedia, the free encyclopedia under a copyleft GNU Free Documentation License (GFDL) from the article "Quorum."
